About the Topic
On December 12, 2014, PJM filed a significant set of enhancements to its market rules for its capacity market, the Reliability Pricing Model. The reforms that were filed with the FERC were targeted at ensuring resources committed as capacity to meet PJM's reliability needs will deliver the promised energy and reserves when called on during emergencies.
Some of the key changes to the RPM were:
- The definition of a new product called Capacity Performance;
- A strengthening of the non-performance penalties for failure to deliver energy or reserves during emergencies; and
- Establishing a transition period during which PJM will clear some portion of its reliability requirement in Capacity Performance resources versus conventional capacity resources prior to converting fully to Capacity Performance.
On June 9, 2015, the Federal Energy Regulatory Commission approved a large majority of the PJM-proposed rule changes and required revisions to some others. This presentation will cover the impetus behind the rule changes that PJM filed, the final set of approved rules and resulting auction results.
About the Speaker
Mr. Keech started at PJM in 2003 as an engineer in the Market Operations Department where he supported the day-to-day activities required to clear PJM's energy and ancillary service markets and the design and implementation of the Reliability Pricing Model. In 2008 he became the manager of the Real-Time Market Operations Department where he focused on the oversight and design of the energy and ancillary service markets including the design and implementation of PJM's current shortage pricing rules. In 2010 Mr. Keech accepted a position as the manager of the Dispatch Department at PJM where he was responsible for real-time system operations in the control room and compliance with NERC standards. In 2013 Mr. Keech accepted a position as the director of Market Operations where he is responsible for the development and execution of all of PJM's markets.
Mr. Keech has worked at PJM for over 12 years in both Market Operations and System Operations.
Mr. Keech graduated from Rutgers University in 2002 with a bachelor's degree in Electrical Engineering. He earned a master's degree in Applied Statistics from West Chester University in 2013.

Security Procedure
You must present a government issued photo ID to the ComEd Commercial
Center guard when you arrive. Please allow a few minutes for the
guard to create a custom badge with your photo. ComEd employees and
ComEd contractors may use their ComEd ID badges to enter the building.
Continuing Education
IEEE technical meetings may be acceptable as continuing education where
required for maintenance of professional engineering licensure. Refer to
the individual state's requirements for details. A receipt for one
Professional Development Hour (PDH) will be provided.
