About the Topic

Distribution Automation (DA) is part of today's evolution of the distribution system. Many utilities already have some DA applications (e.g., remote controlling of feeder switches and breakers, automatic reconfiguration, fault detection, fault location, voltage and reactive power control, Advanced Metering Infrastructure, etc.) and the trend is undeniable and expanding.

Modern protection technology provides capabilities that can be used to optimize network operation in coordination with DA applications. Certain DA application deployments impact the system configuration and therefore may have some impact on protective relaying.

IEEE members saw the need for a paper that would explore the effect on protective relaying when DA is applied on a primary, non-network, distribution system. Here, DA is defined as the sectionalization and reconfiguration of distribution circuits, including the use of automatic or remote-controlled transfer switches, line reclosers, fault interrupters, sectionalizers, and/or automated capacitor controls. Line fuse operation may be impacted after reconfiguration, therefore, the consequences of a misoperation are considered.

The IEEE Power System Relaying Committee (PSRC) tasked Working Group D11 (WG D11) with producing a paper that addressed this matter by providing a brief history, describing how various schemes can affect relaying, describing the effect on relay applications and settings, and concluding with the impact on system maintenance.

The working group that assembled to create this report represents diverse viewpoints from across the continent and input from system operators, product developers and solution consultants. The advantages that this team brings to the paper are not only a subject matter depth but also a subject matter breadth making this a comprehensive treatment of the effect of Distribution Automation on protective relaying.

About the Speaker

Kevin Donahoe has spent the last 33 years working in the electric utility industry. The last 30 of those years have been spent testing, installing, trouble shooting, specifying, setting, standardizing, designing, documenting, and reviewing protection and control schemes. He spent 20 years with Commonwealth Edison before moving to GE. Though the majority of his experience has been with transmission and distribution substations, he has significant experience with generation protection and distribution protection.

He received his BSEE from the Illinois Institute of Technology in 1981 and in 1993 received an MBA from Lewis University. Presently, Mr. Donahoe is the Lead Protection Engineer for the GE Digital Energy office in Oakbrook Terrace, IL. Mr. Donahoe, an IEEE senior member, is a member of the IEEE PSRC Main Committee and its Relaying Practices Subcommittee and is active in the IEEE Standards Advisory. He is a licensed professional engineer in 5 US States.
