About the Topic

The NERC System Protection and Control Task Force (SPCTF) was formed shortly after the August 14, 2003 Northeast Blackout to address blackout recommendation 8a on relay loadability. SPCTF work expanded as other blackout recommendations were addressed and other issues arose. As the work continued, the SPCTF became a full time NERC Subcommittee (SPCS). The work performed by the SPCTF and SPCS to support Protection and Control (PRC) standards and address protection issues has in many cases been driven by events. This presentation will provide a history of the most critical work of the SPCS, as well as some discussion of aspects of the events that spurred the work.

About the Speaker

Bill Miller graduated with a BSEE in power engineering from the University of Illinois at Urbana-Champaign in 1984 and has been working at ComEd (Exelon) for the almost 29 years since. Bill started working for ComEd in the testing department and worked testing protection and control systems in transmission and distribution substations and Fossil and Nuclear plants for about 11 years. He then spent a few years as a project engineer working on protection related projects and a few years as a relay settings engineer at ComEd. He spent about 10 years as the lead relay settings engineer at ComEd and is currently a Principal Engineer in the Real Time Analysis department analyzing system events. Bill joined the NERC System Protection and Control Task Force after it was formed following the August 14, 2003 blackout and is currently the Chairman of the NERC System Protection and Control Subcommittee. Bill is a member of the IEEE Power & Energy Society.

Continuing Education

IEEE technical meetings may be acceptable as continuing education where required for maintenance of professional engineering licensure. Refer to the individual state's requirements for details. A receipt for one Professional Development Hour (PDH) will be provided.
