About the Topic

Prior to June 2007, standards developed by NERC (the North American Electric Reliability Council) were almost entirely voluntary. In response to the Northeast blackout in 2003, the Energy Policy Act of 2005 authorized FERC to approve an Electric Reliability Organization (ERO) with the authority to develop and enforce mandatory reliability standards. FERC approved NERC as the new ERO in October, 2006. This presentation describes work done at Exelon over the last year to prepare for the FERC approved Energy Reliability Organization (ERO) as well as provide information on some of the reliability standards and their associated compliance requirements.

About the Speaker

Tom Kay works for Exelon Energy Delivery. His current position is Manager, Interconnection Services & NERC Compliance. In this position, he is responsible for development and implementation of a NERC Compliance Program at Exelon. He is also responsible for the process to interconnect new generation to the ComEd and PECO transmission systems. Tom has worked for ComEd since 1980 (25 years). In previous assignments, Tom was manager responsible for implementation of SCADA and Operations Management Systems (OMS) in ComEd.s four regions and Transmission Operations. Tom has also served as Manager, Transmission Reinforcement Planning, responsible for expansion plans for the bulk power transmission system; and also Technical Studies Director, responsible for special system studies such as transient stability, voltage stability, and others. Tom has also been involved with the development and implementation of EMS systems, distribution automation, automated meter reading, and other engineering positions.

Tom is a graduate of the University of Illinois in Urbana-Champaign, where he received a B.S. and M.S. in Electrical Engineering. Tom is a Registered Professional Engineer in the State of Illinois.

Continuing Education

IEEE technical meetings may be acceptable as continuing education where required for maintenance of professional engineering licensure. Refer to the individual state's requirements for details. A receipt for one Professional Development Hour (PDH) will be provided.
