Transmission Planning for Wind Integration

About the Topic

The Midwest ISO has about ten times as much potential wind generation development as a 20% wind energy mandate across the Midwest ISO would require. The potential wind generation has anticipated capacity factors of 40% or greater. The Midwest ISO has run studies with various levels of wind energy penetration in future years and identified transmission expansions that appear to be able to be self supporting with a benefit to cost ratio greater than one.

The Midwest ISO is coordinating with PJM, TVA, SPP, MAPP, DOE-National Wind Renewable Energy Laboratory plus other stakeholders in a Joint Coordinated System Plan for most of the US Eastern Interconnection. DOE-NREL will supply hourly and 10 minute time synchronized wind data across the study footprint which accounts for a 90% of the land based wind generation potential in the Eastern Interconnection. This data will be used to develop conceptual economically supportable transmission expansions in the involved areas of the study. The short term data will be combined with shorter term historical data to investigate the wind integration issues for a 5% and a 20% proposed level of wind energy for the Eastern Interconnection.

The presentation will provide a brief overview of the results to date from the Midwest ISO studies, one concept about cost recovery, and progress to date on the Joint Coordinated System Plan.

About the Speaker

Dale Osborn is the Technical Transmission Director for the Transmission Asset Management group of the Midwest ISO.

His current work involves planning for wind generation and long range transmission. He is the vice chair of the IEEE Wind Power Coordinating Committee.

He is a member of the Board of Directors for the Utility Wind Integration Group. He received his BSEE and MSEE (72) from the University of Nebraska, Lincoln, Nebraska

Continuing Education
