On January 2, 2007, the Illinois electric industry - and its customers - will enter a new era. For the first time, the market will determine the price of electricity for all consumers. ComEd now functions as only a transmission and distribution utility, and retail customers have been able to choose other electricity providers since as early as October 1999. During this time, traditional rates have been frozen. But beginning in 2007, ComEd will charge all customers the same prices for delivery service (regardless of supplier), and will buy from the marketplace electricity for customers who choose ComEd supply service, passing those prices through with no markup.
The year 2007 marks the end of a dramatic evolution that began nearly 10 years ago, with the passage of the Illinois Retail Electric Choice and Rate Relief Act, which required a 20 percent reduction of residential rates and a carefully crafted transition to a competitive generation market. As a result, Illinois utilities have largely divested themselves of generation, and competitive generation markets have grown more robust and efficient. Along the way, ComEd joined a Regional Transmission Organization (PJM), the Illinois Commerce Commission instituted a stakeholder driven initiative to assess options for Illinois' electricity future, and ComEd - after considering the recommendations of this initiative - developed a plan to bring the benefits of competitive pricing to all its customers.
The results will place ComEd and its customers in a position to benefit from the efficiencies and innovation of workable markets and will create not only the opportunity for the company to continue to grow and prosper, but also for customers to benefit from the lowest possible prices the market can offer.
Arlene Juracek, as Vice President - Energy Acquisition, has responsibility for the planning and processes required for acquiring energy and transmission services needed to serve the load requirements of all Exelon retail customers. Her oversight includes performing retail supply operations with PJM Interconnection, the company that governs the bulk electric transmission system used by Exelon Energy Delivery's units ComEd and PECO, and coordination with Exelon's Power Team, the company's wholesale trading and supply arm.
A 32-year company veteran, Ms. Juracek has worked in all aspects of the electric utility business, including nuclear and fossil station engineering and construction, commercial sales, market research, rates, strategic and economic analysis, least-cost planning and load forecasting. She began her career in 1972 as a project engineer on the LaSalle County Station nuclear construction project and has been a corporate officer since 1999.
Prior to her current position, Ms. Juracek served as Vice President - Load Forecasting and Energy Acquisition and Vice President - Regulatory and Strategic Services. She was a key participant in the statewide effort to create the Illinois electric restructuring law. Additionally, she oversaw distribution pricing, revenue requirements, energy acquisition, environmental strategy and state regulatory issues.
Ms. Juracek holds a bachelor's degree in mechanical engineering from Illinois Institute of Technology and a master's in management from Northwestern University.
