Much has been said about the need for additional investment in the nation's electric transmission network. While most of the focus has been on investment to accommodate increased network usage, significant investment is required simply to maintain the integrity of the existing system.
Mr. McCoy will discuss some of the underlying reasons that investment in electric transmission has lagged in the last fifteen to twenty years. Are lack of "financial incentives" really the problem, or are other factors at work, especially at the state level?
Paul McCoy has 31 years of experience in the energy industry, and is currently Executive Vice President of Transmission Systems Operations for Trans-Elect. Prior to joining Trans-Elect, he spent 27 years at Commonwealth Edison. At ComEd, he served for 7 years as a member of the senior executive policy team, and had direct responsibility for its transmission and distribution systems. Additionally, he was responsible for the development of ComEd's wholesale electricity trading function.
He has held a number of leadership positions involving major industry organizations, including service as Chairman of MAIN, Chairman of NEETRAC, member of the EPRI Research Advisory Committee, and board member of NERC, as well as Chairman of NERC's Governance Task Force, which developed NERC's new governance structure.
