Deregulation of the electric utility industry will have a profound effect on industrial and commercial users of electric power. Larry will discuss some of the more interesting aspects of electric utility restructuring in Illinois such as hourly balancing of deliveries, and the separation of transmission from distribution based on FERC's seven criteria test. Many regulatory proceedings that will affect how deregulation is implemented are now underway in anticipation of direct access beginning in November 1999. A time for questions will follow the presentation.
Mr. Larry L. Schedin is President of Schedin & Associates, Inc., which specializes in energy planning, pricing, contract negotiations and other energy matters for clients throughout the United States. Larry received his B.S.E.E. from the University of Minnesota in 1961, and completed his Masters of Engineering Management from MIT while a Sloan Fellow in 1975-6. He worked for Northern States Power Company from 1960 to 1979, starting as a technical aide and rising to Director of Strategic Planning. In 1979 he founded Schedin & Associates which has a substantial client base in Illinois. Larry is an IEEE member, past member of the Edison Electrical Institute Rate Research Committee, and has served as an expert witness before Congress and regulatory agencies, including representation of industry in ComEd's major rate cases since 1985.
